Spielregeln der Koalitionsverhandlungen

Despite their importance for government formation, coalition negotiations are a “black box” in political science: little is known about the concrete logic, dynamics, and tactics of the negotiation process. Based on in-depth expert interviews with participants in German coalition negotiations, the article examines the internal organization of the negotiations, the preparation of the political actors and the conflict-resolution mechanisms that are used. This is how factors for failure or success can be identified. It becomes clear that institutionalized learning by the political parties about optimal negotiations is largely missing. The study identifies informal “rules of the game” governing a largely unregulated negotiation process and provides a first empirical base for research on the micropolitical dimensions of coalition formation in Germany.

Koalitionsverhandlungen sind trotz ihrer zentralen Bedeutung für die Regierungsbildung eine „black box” der Politikwissenschaft: Über die konkrete Logik, Dynamik und Taktiken im Verhandlungsgeschehen ist wenig bekannt. Basierend auf ausführlichen Interviews mit Beteiligten an Koalitionsverhandlungen im Bund und den Ländern werden die interne Organisation der Verhandlungen, die Vorbereitung der Akteure und eingesetzte Konfliktlösungsmechanismen analysiert. So können Erfolgs- und Misserfolgsfaktoren herausgearbeitet werden. Deutlich wird, dass institutionalisierte Lernprozesse über optimale Verhandlungen innerhalb der Parteien kaum gestaltet sind. Die Studie identifiziert informelle „Spielregeln” eines weitgehend regellosen Verhandlungsgeschehens und liefert so für die Koalitionsforschung eine erste empirische Grundlage für den bislang unterbelichteten Bereich der Mikropolitik.
