Parliaments in the Global South

On October 6 and 7, 2026, the IPSA Research Committee of Legislative Specialists held a conference on the often neglected perspective on Parliaments in the Global South. The conference was held in Mexico City in hybrid format. Sven T. Siefken participated as panel chair and commentator on “Parliaments, Democratic Erosion and Authoritarianism”. The well-developed papers presented included:

  • Ainara Mancebo (South Africa) — “Strengthening and weakening of parliamentary oversight in South Africa: The role of a multiparty system versus a one-party dominance system in a reactive legislative type”
  • Emilia Simison (United Kingdom) and Alejandro Bonvecchi (Argentina) — “Budgetary policy in an authoritarian congress”Osnat Akirav (Israel) — “Measuring Parliamentary Democratic Erosion”.
  • Ayan Das (India) — “Restoring Institutional Trust: Left-Populist Discourse and Re-democratization in 1970s West Bengal, India”
